If the issuer of the check is convicted in a district court, the administrative handling costs may be assessed as part of the court costs in the matter. The funds shall be expended only with the approval of the board of county commissioners, but may be used to help fund the normal operating expenses of the county or district attorney's office.

Except for those records required by law to be kept under court seal, the Executive Officer shall make the records available at all reasonable times to -- (1) the United States Department of Justice, (2) the Mayor of the District of Columbia, (3) the District of Columbia Commission on Judicial Disabilities and Tenure, and (4) such other agencies as the Joint Committee may specify.
